Description: The person filing this report says that her farm was flooded with 32 inches of rain and horses were struggling in knee deep muck, a cold front came in and all shelters were flooded.
"I called for help with several horse farms to move my horses there for winter housing since I could not provide shelter from cold rain. _________ presented themselves as a friend and offered to help. They took horses with understanding to house them for winter...they immediately cut off communication, and claimed them as rescue. I have since found they has done this many times before. I have asked for horses to be returned, they refused."
